Dobie McArthur was the first service academy graduate to receive the Marshall Scholarship. He was profiled in the June 2012 Marshall Alumni Newsletter, which is available on the internet. See page 6 of the web article linked below for the profile.
During the late 1990s, Dobie served as Legislative Director to Senator Arlen Specter (R-PA) who chaired the Department of Justice Oversight subcommittee of the Senate Judiciary Committee. Dobie was the lead investigator and author of reports that resulted in amendments to the Foreign Intelligence Surveillance Act (FISA). The reports are available in the web/internet version of the Congressional Record.
